Status:              Full Time (37.5 hours/week)

Class Grade:    Grant Funded Position

SUMMARY: The Lead Program Manager will oversee and coordinate the writing and bidding of work for approximately 280 lead hazard housing-unit projects and construction management of such activities. This includes responsibility for the start-to-completion management of the grant program for homeowners, tenants, rental property owners, project partners and contractors.

EDUCATION AND EXPERIENCE: Bachelor’s or Associate’s degree or equivalent experience in public health, construction management, program evaluation or related field. Experience in and knowledge of residential rehabilitation, program coordination and research and evaluation activities desired. Must have a valid State of Maine Driver’s license and reliable means of transportation. Maine Lead Inspector and Lead Supervisor certifications are required, but may be attained post-hire with grant funds.

WORK ACTIVITIES: Oversee and facilitate all activities of the grant program. Coordinate field and research activities to ensure that goals and objectives of the project are fulfilled in a timely and coordinated manner. Work cooperatively with the Lewiston Lead Project Director and oversee field staff within the Lewiston Lead Program. Direct, schedule and supervise contractors including issuing request for proposals, contract negotiations, monitoring work progress and evaluating contract and grant compliance. Ensure that lead abatement is effective, cost-efficient, and consistent with project strategies and cost estimates. Maintain project statistics, write progress reports and other documents as required by the grantor. Process payment requests, adhering to protocol, budget and contractual stipulations. Work cooperatively and effectively with supervisors, co-workers, vendors, customers, state and federal agencies and the general public. Perform other duties as assigned.
